How Does LOA 16 Impact the Air Wisconsin Arbitration Decision?
In the 1990s, AFA won an arbitration that management violated the existing scope language by operating a wholly owned subsidiary. This required a payout to United Flight Attendants.
However, United management had an easy fix. They simply continued flying regional flights through capacity purchase agreements, which allowed the company to control the inventory and schedules of the United Express Carriers. Management had an easy workaround on the arbitration decision, and they used it. There is nothing in the current Flight Attendant agreement that limits the amount of regional flying, the number of aircraft, or the size of aircraft.
Electronic Notification
Electronic Notification is a means of contact for Crew Scheduling that does not involve a phone call.
In TA2, changes to some of the Electronic Notification language were made to reflect feedback from Members following TA1.
Boarding Pay
Boarding Pay is classified as add pay, meaning it is paid in addition to the value of your trip. For each actual boarding, Flight Attendants earn 50% of their hourly pay rate. Boarding pay will add another on average 7.4% increase to Flight Attendant paychecks.
Retro Pay - One time Payment
Total Retro Pay pool, $740 Million. An increase from $595 Million in TA1. The percentage breakdown for TA2 Retro Pay has been adjusted from TA1. Calculations will be based on the new percentages below. Individual amounts may fluctuate from TA1.
Reserve Availability Periods (RAPS)
The Reserve section in our Tentative Agreement Two (TA2) includes Reserve Availability Periods (RAPs) to improve scheduling and rest management for Ready Reserves.
LOA 16 - Expanded Scope Provisions
In this TA, we were able to not only protect our existing scope language but add a very important provision incorporating pilot provisions that are strongest in the industry. We secured new language that ensures United Flight Attendants will fly on any flight operated by Pilots on the United seniority list. This language closes a number of loopholes management could exploit and binds us to the strongest scope provisions in the industry.
Sit Pay
Sit Pay is a new component of TA2 intended to reduce sit time between flights. Whenever a Flight Attendant is scheduled or rescheduled for a sit that is longer than two hours and thirty minutes (2:30) between two flight segments in the same duty period, this new contractual language ensures that Flight Attendants are compensated.
Employer Provided Benefits Minimum - 480
Originally introduced by management in TA1, the 480 minimum hours per accrual year required to receive employers' contribution to health care benefits has remained in TA2. While management refused to drop the 480 minimum requirement, the Negotiations Committee secured some improvements, including changing the requirement from flight credit to paid activity, which brings in more hours toward the minimum requirement.
Red-Eye Flying
Segments before and after a Red Eye have specific requirements under TA2.
If your duty period contains a red-eye, it may not be scheduled or rescheduled for more than two working segments. Additionally, you can not be scheduled or rescheduled to work a flight after a red-eye.
